RingRiser allows you to make ringtone and alarm sound increasing while system playing it. Whith the program you can adjust max alarm volume also. Russian locale is also supported. It is possible to download from android market free.

Requirements

I tested it on Samsung Galaxy Spica, but I think it will work on other devices.
